Here was the initial attachment of the dust shoe base onto the spindle. From this attachment I learned: 


The tolerance between the skirt and the clearance for the skirt holders is a bit too small. I designed 0.01 in and 0.02 in tolerance into the next skirt holders.

One benefit of the geometry was that the large shop vacuum was able to be plugged directly into the shoe. This voids the need for extra pvc tubes.
